The U.S. Department of Justice has announced the first federal prosecution for creating child sexual abuse material using artificial intelligence, charging two men in separate cases with generating, distributing and possessing AI-produced imagery of minors. One defendant allegedly created more than 13,000 images by manipulating photographs of real children with generative AI tools, while the other used AI to produce and distribute realistic depictions, with both cases filed under existing child-exploitation statutes that prosecutors argue encompass synthetic content.
AI-generated child sexual abuse material is forensically distinct from photographic evidence but operationally indistinguishable in the context of online grooming and sextortion, where synthetic images are used to coerce, normalise and blackmail child victims.
