Detecting, Deterring, Investigating and Prosecuting Technology-Facilitated Child Sexual Exploitation and Abuse
Guardii Analysis
A comprehensive systematic review published in late September 2026 by the IPIE Scientific Panel on Child Protection and Social Media found that reports of online grooming, financial sextortion, livestreamed abuse and AI-generated child sexual abuse material continue to rise across many regions, with existing interventions struggling to keep pace with technological change and allowing offenders to operate across borders with limited risk of detection or disruption. The review, the most comprehensive assessment of technology-facilitated child sexual exploitation and abuse interventions to date, found that behavioral and educational interventions can reduce risk and increase awareness but cannot replace platform accountability, with evidence of sustained behavior change remaining limited without funding. The findings demonstrate clear consensus on the need for coordinated legal authority, scalable technical tools, sustained enforcement and action to interrupt financial flows, while identifying that financial systems are the most underused leverage point against abuse, with few interventions disrupting payments financing exploitation.
The research validates the operational model that underpins Guardii, a world-leading AI online-safety platform: that effective prevention depends on scalable technical tools that detect harm in real time at platform level rather than relying on education or post-incident enforcement alone. Guardii's detection modules for grooming, sextortion, CSAM including AI-generated material, and age-inappropriate contact address the gap the review identifies, operating across Instagram, Snapchat, Discord and Roblox to surface sustained targeting, escalation and coercion as they occur, blocking hostile contact before it reaches the child and enabling parents and authorities to act before financial or physical harm is realised. Where the systematic review confirms that interventions focused on tracing transactions or prosecuting offenders after abuse has occurred leave the underlying contact uninterrupted, Guardii intercepts the conversation at the point of coercion, offering the scalable, cross-border detection mechanism the evidence base calls for.
