Canadian Centre for Child Protection launches grooming prevention resource following Toronto case

The Canadian Centre for Child Protection announced on 1 September 2026 a national grooming-prevention initiative following the conviction of a Toronto man who used Instagram and Discord to groom 14 children aged 10 to 14 over 18 months, posing as a peer and gradually escalating to sexual conversation and requests for images. The Centre noted that in most cases parents were unaware of the contact until police notified them, and that the offender employed patience and rapport-building rather than overt threats, making detection by keyword filtering ineffective.

Grooming is a process, not a message, and its detection requires systems that recognise behavioural patterns—frequency, secrecy, normalisation of sexual topics, and progressive isolation from offline support.
