California Governor Signs Kids' Online Safety Bills Into Law

California Governor Gavin Newsom on 13 September 2024 signed two bills into law requiring social media platforms to restrict features deemed harmful to minors and to enable the highest privacy settings by default for users under 18. The legislation, which takes effect in 2025, mandates platforms to disable features such as notifications during school hours and overnight, restrict access to feeds during certain hours unless a parent consents, and prohibit companies from collecting or selling data on child users without consent. The laws build on California's earlier Age-Appropriate Design Code and position the state as a leader in requiring platforms to design safety features directly into products used by children.

Blanket feature restrictions and default-privacy mandates address the environment in which harm occurs but do not identify or intercept the harm itself as it unfolds. Detection systems built on conversational pattern analysis can flag escalating coercion, sexual solicitation or sustained targeting in real time, enabling parents and platforms to intervene at the point of risk rather than relying solely on feature limitations that determined offenders may circumvent by moving to less-regulated channels.
