California Enacts First-in-Nation Package of Laws Restricting AI and Social Media for Children

California Governor Gavin Newsom signed a landmark package of 13 bills into law on 10 September 2026 restricting children's use of social media and artificial intelligence. The legislation prohibits social media platforms from offering addictive features to users under 16, requires safeguards for minors using AI chatbots including crisis protocols for suicidal ideation, expands parental controls and privacy protections, and mandates annual independent child-safety audits. A separate measure expanded the scope of criminal sanctions against child sexual abuse material to include any digitally altered or AI-generated content depicting a person under 18 engaged in sexual conduct. The laws represent the first regulations of their kind at the state level in the United States.

Blanket feature restrictions and age-verification mandates address the supply side of online harm but do not detect the harm itself when it moves to less-regulated channels or when verification is bypassed. Real-time detection of grooming, sextortion, AI-generated child sexual abuse material and acute distress in direct-message conversations across platforms addresses the underlying threat without imposing access restrictions on compliant users or requiring every Californian including adults to prove their age.
