Brazil advances child safety enforcement and transparency rules for platforms

Brazil National Data Protection Authority ordered digital platforms with more than one million registered underage users to publish their first semi-annual transparency reports by 17 September 2026, detailing content moderation practices, user complaint mechanisms, parental tools and technical risk assessments regarding minors. The agency expanded oversight of generative AI services including OpenAI, Google, Anthropic and Meta, ordering them to provide details on safety filters for detecting non-consensual synthetic intimate imagery within ten working days. Following an ANPD investigation into age-assurance measures and circulation of self-harm content, the regulator ordered Discord to suspend its live-streaming tools in Brazil until safety remediations are proven, and imposed a fine of approximately 30 million USD on ByteDance for irregular processing of children and teenagers data.
