AI Chatbots Are Supercharging Bullying In Australian Schools

Guardii Analysis

EducationDaily reported on 11 November 2025 that the Australian Government is developing a targeted anti-bullying initiative specifically designed to address AI-enabled harassment, following data showing cyberbullying reports to the eSafety Commissioner experienced a 450 per cent surge between 2019 and 2024. Minister Jason Clare announced a 10 million dollar national anti-bullying plan that includes AI-specific provisions, and under the new framework schools will be required to respond to bullying incidents, including AI-enabled harassment, within 48 hours. The article notes that one in four students between Years 4 and 9 in Australia reports being bullied at least every few weeks, and that the anonymity, scale and permanence of digital harassment are amplified by AI's ability to create convincing fake content, with a single student able to generate material that spreads across social networks causing harm that persists long after the initial incident.

The 48-hour institutional response window addresses accountability once AI-enabled harassment is detected and reported, but generative AI tools enable a perpetrator to create deepfake images, fabricated chat transcripts or mass-produced abusive content in minutes, spreading it across multiple platforms before a school administrator opens the first complaint email. Guardii's anti-CSAM and anti-cyberbullying detection modules identify AI-generated sexually explicit deepfake material and synthetic abusive content in real time as it enters a child's Instagram, Snapchat, Discord or other direct-message environment, flagging the content before the child is re-victimised by repeated exposure and before the material is amplified across social networks. Operating as a Meta Business Partner with Startmate backing, Guardii detects threat patterns rather than reading every message, surfacing AI-enabled harassment to a parent or school safeguarding team at the moment it occurs and enabling rapid escalation to law enforcement when synthetic CSAM or coordinated AI-driven abuse is identified.
