Age Verification Laws Around the World: Social Media and Adult Websites

Guardii Analysis

An overview published October 21, 2026 reports that governments around the world are implementing age verification laws to limit minors' access to adult content and social media platforms, with half of U.S. states adopting some form of age verification requirements for adult content since 2023. Countries such as the United Kingdom and Australia are actively rolling out expansive laws and initiatives aimed at limiting underage access to harmful online content and social media. Two more U.S. states saw social media age verification laws go into effect in 2026, with Virginia's on January 1 and Nebraska's on July 1. Louisiana, Mississippi, Tennessee and Utah require age verification using government-issued identification or other reliable systems for social media account holders, and also limit data collection about minors and place restrictions on content visible to users under 18.

Age verification regimes impose an access control at the front gate but do not address harm that occurs once a verified or falsely verified minor is inside. A determined offender migrates to the unverified service or the compliant child provides proof of age, and the underlying risk of grooming, sextortion and abuse resumes unchecked. Targeted detection addresses exploitation without the trade-offs age verification introduces: the privacy burden of requiring every user including adults to prove their age, restricted access for compliant minors who may rely on social connection, and displacement of offenders to unmonitored channels. Because Guardii detects threat patterns in direct-message conversations in real time rather than blocking access, it surfaces a child targeted for grooming or sextortion on Instagram, Snapchat, Discord or Roblox to a parent or school at the moment of escalation, protecting the child while preserving privacy and access for legitimate communication.
